HURRARC stands for the advancement, empowerment and capacitation of Children, for a better future before they reach the eve of their Youth, to enhance a better world.
PROPCCARE is its Child Advancement Capacitation and Advocacy Commission, based on firm principles, rules and regulations, including the U.N. Conventions on the Rights of the Child, The African Charter and the Sierra Leone Child Rights Act of 2007.
PROPCCARE stands for the advancement, empowering and capacitating the children, for a better future that will enhance a better World, before they reach the eve of their youthood.
MISSION
PROPCCARE’s mission is the practical growth and transformation of children from infancy to the eve of youth, concentrating on the main childhood issues that arise between birth and their 18th birthdays. The discipline of respect for principles and morality are intended to control the conduct of its Service Providers, as well as the ethics, codes and conduct of the Children, in support of the Commission’s objectives and vision.
VISION
HURRARC envisions the need for a very good future for our children. Therefore we need to give them priority from infancy onwards, leading them with an education that develops their talents with practical initiatives and guides them with principles, morality and disciplines.
PROPCCARE’S SCOPE
It is very important to emphasise that the protection that PROPCCARE offers is not only limited to the above conventional and constitutional issues, but also includes taking any necessary steps to monitor their observation and to evaluate the need for any legal action to redress any abuses or violations.
In so doing, it will tackle issues such as child labour, child trafficking, child custody, child adoption, foster parenting and many other related matters, ensuring that the facts concerned are understood, objectively and honestly reported, and published if necessary.

HURRARC (Human Rights Respect Awareness Raising Campaigners) is a Sierra Leone NGO based in Freetown. It was founded in 1992, by Sahr GMP Fania together with other refugees from Sierra Leone at the time of the outbreak of the civil war, to document the Human Rights Violations being committed by all parties. HURRARC has been registered as a Community Based Organisation (CBO) with Freetown City Council.
